The Independent Permanent Human Rights Commission (IPHRC)

It is an advisory expert body established by the Organization of Islamic Cooperation (“the Organization”) as a principal organ working independently in the field of human rights. The OIC Ten-Year Programme of Action, adopted by the Third Extraordinary Islamic Summit held in Makkah Al-Mukarramah, Kingdom of Saudi Arabia, on 7–8 December 2005, outlined the creation of an effective and independent human rights mechanism. Accordingly, the new Charter of the Organization, adopted by the Eleventh Islamic Summit in Dakar, Senegal, on 13–14 March 2008, provided for the establishment of the Commission.The Commission was officially launched with the adoption of its Statute during the 38th Session of the Council of Foreign Ministers, held in Astana, Kazakhstan, from 28 to 30 June 2011.

Mission and Objectives

The Commission focuses on promoting the true image of Islam, as well as advancing human rights and fundamental freedoms in the Member States. It also works to uphold the fundamental rights of minorities and Muslim communities in non-Member States, in accordance with universally recognized human rights norms and standards.

Objectivity and Independence

The Commission is committed to international rules and standards to ensure professional, objective, and independent performance. Upon their election, Commissioners take a legal oath affirming their commitment to integrity, honesty, and impartiality. They are also prohibited from receiving instructions from any State, including their own, or from any external party.

Regional Mechanism with Global Dimension

The Commission is distinguished as a trans-regional mechanism that brings together countries from four continents and integrates the universal character of human rights into its work. Its activities extend to international issues affecting both Member and non-Member States. It also places a strong emphasis on cooperation by promoting complementarity and providing added value in the protection of rights.
